Understanding the AT Compact in Missouri: Next Steps for Members
We are receiving fantastic questions from members regarding the recently signed HB 2974 and what the Athletic Trainers Compact (AT Compact) means for your day-to-day practice. While Governor Kehoe's signing of the bill on July 13th is a monumental victory for Missouri athletic trainers, the compact is not yet in effect.
Before you can utilize compact privileges to practice across state lines, several administrative and legislative milestones must be achieved.
⏳ Current Status: Where Do We Stand?
Legislation Signed, Activation Pending: Missouri was the 8th state to pass the legislation, moving the compact to the next stage before being operational (the AT compact is NOT currently active).
Setting Up the Infrastructure: Now that the seven-state threshold is met, the Athletic Trainer Compact Commission must be officially formed. This commission is responsible for drafting the bylaws, establishing the rules, and building the secure database to process practice privileges.
Timeline to Practice: Because setting up an interstate commission takes time, it will be several months before Missouri ATs can apply for or use a compact privilege. Please stand by for future updates.
⚠️ Important Notice: Until the AT Compact Commission is fully operational and the system officially launches, you must continue to hold a traditional, active license in any state where you practice athletic training.

Will my Missouri license automatically turn into a multi-state license?
No. You will still maintain your primary "Home State License" in Missouri. Once the compact is fully operational, you will apply for a "privilege to practice" in other participating member states.
Will this change my scope of practice?
No. When practicing in a remote member state under a compact privilege, you must always adhere to the laws, regulations, and scope of practice of the state where the patient is located.
How much will a compact privilege cost?
Fees will be determined by the AT Compact Commission and the individual member states once the commission is fully formed.
